The Facilities and Logistics Division (F&L) is responsible for monitoring DHS shelters as it relates to the maintenance of building systems. Within the Facilities & Logistics Division is Facilities Operations’ Contract Tracking Unit (CTU), responsible for managing the lifecycle of service contracts that support facility operations. CTU procures an array of services that support the maintenance and repair of DHS Adult and Family shelter sites as well as Administrative Offices. These services ensure that DHS is able to provide a clean and safe environment for its clients and staff.
The Department of Homeless Services is recruiting for two (2) Associate Contract Specialists to function as Contract Managers, who will:
Review contract proposals and performance reports to ensure compliance with the agency’s requirements, and federal/state/city guidelines.
Prepare responses to contract inquiries made by OMB, MOCS, Comptroller’s Office, ACCO’s Office and other entities.
Make recommendations concerning the awarding of contracts, provision of additional funding or defunding of contracted services.
Monitor MOCS Annual Plan Tracking report to ensure timely contract registrations.
Manage various maintenance and repair contracts as needed, review invoices and ensure payments are in accordance with contract specifications and applicable federal, state, city guidelines.
Collaborate with Trades and Capital Units to plan and initiate new contracts.
Responsible for ensuring that contractors operate within contractual limits within state/federal and city guidelines.
Establish Contract Burn Rates and matrix for planning purposes.
Prepare and review specifications for various maintenance & repair expense contracts for solicitation.
Evaluates prospective contractors’ budgetary proposals and financial reports.
Work with the Facilities & Logistics Procurement unit to project and establish project cost on various projects.
Review EAM database for project cost and advise on replacement vs repairs on items like boilers, HVAC systems, etc.
Make regular summary reports to higher management on contract performance, including a final report at contract closure.
Prepare and submit mandated contract performance reports to the ACCO’s Office.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or
2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
3. Education and/or experience equivalent to “1” or “2” above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in “1” above.
However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in “1” above.

Residency Requirement
New York City residency is generally required within 90 days of appointment.
