Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. Our mission is to protect and improve the health of all New Yorkers, in service of a vision of a city in which all New Yorkers can realize their full health potential, regardless of who they are, how old they are, where they are from, or where they live.

As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises — from New York City’s yellow fever outbreak in 1822, to the COVID-19 pandemic — we are a hub for public health innovation, expertise, and programs, and services. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

In 2021, the NYC Board of Health declared racism as a public health crisis. With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes.

PROGRAM AND JOB DESCRIPTION:

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) leads cross-cutting policy, practice change, and research; engages and supports community action; and invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, Neighborhood Response Unit, and Policy and Practice. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), Behavioral Health Parity Project, Commercial Insurance Behavioral Health Access Project, NYC Project Hope, Resilience and Emotional Support Team (REST), Justice Peer Initiative, and the Mayor’s Subway Safety Plan.

Promoting Mental Health-AAPI (PMH-AAPI) is an initiative to promote the mental health and well-being of Asian American and Pacific Islander communities in NYC in the face of increasing racism and violence against these communities. PMH-AAPI will coordinate efforts within the Health Department, with intra-governmental partners, and with community stakeholders to develop and organize structured¿discussions with communities about behavioral health impacts of anti-AAPI hate and discrimination and associated strategies for healing and resilience.

PMH-AAPI will use task-shifting and employ a train-the-trainer model with AAPI community groups and leaders to raise awareness of the impact of Anti-Asian racism on individual- and community-level mental health, support resilience, and facilitate linkages to behavioral health resources for AAPI individuals and communities in NYC. PMH-AAPI will assure appropriate language access, ensure racial and cultural concordance between presenters and participants, and attain broad dissemination and reach.

In addition to creating training materials to include strategies for stress reduction, mental health awareness and stigma, and options for support and intervention; PBH-AAPI will offer microgrants to AAPI CBO/FBOs to increase their capacity to offer workshops and mental health service linkages to members of the AAPI community.

 

RESPONSIBILITIES:

Reporting to Director of Operations (BCAARE), the Operations Manager will liaise on behalf of the project to meet HR, materials, and operational needs.¿Specific duties, below.

Manage PBH-AAPI administrative tasks including CBO/FBO data submission

Serve as liaison for HR and material needs

Create and manage scheduling and preparation for daily/weekly/monthly team agenda and arrange new meetings and appointments, as needed

Prepare and disseminate correspondence and memos related to PBH-AAPI meetings

Take notes for all PBH-AAPI-related meetings and disseminate them to all meeting invitees.

Track PBH-AAPI projects using project management tools

Produce PBH-AAPI outreach materials and agency literature and publications that are distributed to PBH-AAPI partners, community-based organizations, meetings and outreach events.

Maintain an inventory of supplies and order new items as needed

Contribute to the development of strategies to improve project and bureau operational efficiency and effectiveness

Contribute to the review of operational budgets

Work on special projects as needed.

Contribute to the development of activities/tools that promote equity and uphold social justice in practices and programming

Perform additional duties and serve in emergency response roles in accordance with agency requirements.

Minimum Qual Requirements
 
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
 
Strong work ethic, attention to detail, and ability to complete tasks in a timely fashion with limited supervision
Ability to work well in fast-paced, team-oriented environment
Ability to multitask and prioritize, as well as work under pressure and meet deadlines
Proficient in MS Suite and other platforms and applications to manage and support program
Demonstrated ability to generate and share multiple views of spreadsheets in rapid turn-around.
Effective communication, critical thinking, and problem-solving skills.
Excellent organizational skills, including effectiveness prioritizing tasks, delegating responsibilities and tracking milestones and other information.
